Not sure what size you need, but bridepower.com (the website for the shop Vows in Watertown, MA, known for the show ‘I Found the Gown’) has the gown in the sherbert color in a size 14 for $999.00 (which is probably close to a street size 8 or 10).  http://www.bridepower.com/Tara-Keely-Full-Skirt-P15723.aspx  You can purchase the dress directly from their website (or call their store to put it aside to try on for an appointment if you can get to the Boston area), and they do allow returns if you decide it’s not your dress.

Otherwise, the dress you’re looking at is from the Fall 2013 collection.  As it is a dress that the Tara Keely line still has in production, you would still find yourself paying full retail for it if you ordered the dress new at a salon.  Your best bet would be a local salon who is willing to sell their sample of the gown at a discount.  The bridepower site lists the original retail of the dress at $2,145.00, so I don’t think it’d be easy to get even a sample at below 50% of the original price.
