Ikea has a big candle section I believe are cheap. Why not check craigslist or garage sales too.

I got mine from Carolina Pottery World.  The votive holders were like $0.53 a piece!

I got mine at Michael’s, they were really nice & lasted a long time. A pack of 12 was $8, but they always have coupons! The candles come in the holders already.

If you need a lot, I suggest Amazon.  I got mine from Quick Candles through Amazon.  I got 72 votive candleholders and 72 long-burning (10 hour) white candles for $40 plus $10 shipping.  They were good quality and looked nice.

I don’t know where you’re located but I got mine at a store in Canada. Here’s some tips…

1. Think about how long you need them lit before you buy. Dollar stores are cheap, but if they only last you two hours you’re in trouble. Consider getting 8 hour ones. I picked up 50 8 hour tealights for $8 (from Superstore in Canada). I originally wanted votives, but when I realized the tealights were WAY cheaper and burned for 8 hours, I went for those!

2. Please don’t get scented candles if you’re putting them anywhere around food. Your whole venue will smell like them, and some people are really senstive to smells.

3. I really wanted something that was going with the “blingy” set that I rented for the head table (with the crystals and whatnot). It was going to cost me $12/table to rent three votive holders for the guest tables (yeaaahh.. nope). I found a pretty decent substitute at Ikea for $2 each – it might be cheaper in the states. Looks a little weird in photos but catches the light really well with a tealight.

Just some food for thought! Have fun!
