Have you tried looking at Kohl’s, Macy’s or Nordstrom Rack?
Department store sales, overstock, maybe easy if you find a good deal, amazon
I found some gorgeous beaded jewelry on Etsy. I got earrings and bracelets for myself and all of my bridesmaids (5 of us total) for under $50. It wasn’t CZ but I think it’s elegant and classy and I’m sure my BM’s will love them! I would check Etsy, they have a ton of different stuff.
I got mine on sale at Belk’s – deparment stores always run sales. You may also want to try Steinmart or Kohl’s if you have those.
I found my earrings and necklace for $20 at a wedding supplies boutique. If you’re shopping for decorations, take a look. I found a bin with a ton of nice faux-fancy jewelry.

You could try claire’s, it’s really hit or miss there though
My best bet would be on etsy, you can limit it to your price range and just browse (for hours)
Look at http://www.fantasyjewelrybox.com. That’s what they make and it’s good quality, I ordered a couple rings from there.
I’m all about Overstock.com. I got my girls great pearl bracelets for under $15.
For nice jewelry for a good deal and a wide selection I’d say Piercing Pagoda. I got 2 of my BM’s necklaces there. I had buy one for $25 get the 2nd half off! (They have that deal all the time)
