It is totally up to you. The only reasons that I can think of to make it confidential would be if you have bad people in your life or creditors that you don’t want to know that you are married. In order to get on each others insurance, you will need to provide a copy. You may also need to provide a copy to mortgage companies, car insurance companies, and other creditors, if you want to build joint credit.

The basic idea behind a Confidential License is to avoid “scandal” in the case of couples who have already been living together, may have children together, and don’t want anyone to be able to figure out that they weren’t married before now.  This is why it doesn’t require witnesses, and can only be used in the county in which it is issued.  However, getting a copy will be a lifelong nuisance, because you have to show up at the County Clerk’s office with picture ID to get it.  (Think about trying to do this if you have long since moved away from California.)

Unless you have the special circumstances described above, the Public Marriage License will be much less of a hassle.
