I would put the city where the actual wedding is…later on the invites I would include a reception card with the city listed seperately for that.

I would indicate the city of the actual ceremony.

If you’re planning to get hotel blocks, I’d put wherever those are going to be.  If you don’t think people will get hotels, I’d put whichever the ceremony is in.

Are you putting a wedding website on the save the dates so guests can find out more information?

When I’m invited to go to out of town weddings the info I want to see is where the reception is at so I can book a hotel nearby (if possible).

If most of your guests are in town it might not matter much to them what city it is.  But for guests who need make travel arrangements it could.

If there close enough together that people can go between them for the wedding/ceremony, I wouldn’t worry too much about which one you pick for the Save the Date.  In fact, I’d actually just consider putting Chicago (letting your guests know its in town vs out of town)

Our ceremony is in Vancouver and our reception is in North Vancouver (these are different cities, not just different areas of the same city).  We just listed Vancouver on our save the date.
