There’s really no cut and dry rule to who should toast when.  Typically, the groom’s parents toast during the rehearsal dinner, bride’s parents (and/or hosting party) toast during the engagement party, and I’ve been to weddings where the FOB makes a toast before eating at the reception.  It’s really whatever you want it to be.  My maid of honor is pretty shy about speaking, so my sister (who is also my matron of honor) will be doing it.
