 I wouldn’t send a separate invitation.  that looks more formal.   I would try to make it sound informal.  Maybe add the info on your invitation inserts.  Just let them know that -“OOT guests are invited to join in a welcome “get together” on Friday night.  The restaurant will be casual/business causal etc.  Dinner entrees range from $10-20.  Or feel free to join us after 9pm for drinks.”

Honestly I wouldn’t even do an insert.  Anything included in the invitation is assumed to be hosted.  And mentioning the entree prices is not really appropriate.  I would just spread the news via word of mouth that you guys will be going out to dinner on Friday.. and people can join if they wish.  If you really wanted to do it in writing you should put the information in the out of town gift bags.  Again basically just letting them know where you will be if they want to head to the same place.
