Ummm… maybe this is too obvious and you’re looking for some great diy idea, but I’d just put water in the milk bottle vase…

Water works!  I would recommend when you first get the roses that you cut about 1-2" off the bottom and put them directly in water.

Then when you are putting the arrangement together, cut another 1" or so off the bottom again.  That will help perk them up.

Also- keep them refridgerated as long as possible and out of the sun if possible.

sorry!  I missed the part where you spoke of replacing them!  Could you get little stem caps if you don’t want to fill a whole vase with water (they may not be called stem caps.. what I’m talking about it those little tubes that you can fill with water and they fit around the stem)

You can get those little ‘stem caps’ at a florist- however, if you are worried about fitting the stems in there, there’s no way that you’ll be able to get the caps in there!  (You might be able to get the first few in there, but once there are stems in the neck of the vase, there may not be enough room to get the caps through).
