Have you asked them why they are so opposed to not inviting them? I see a lot of “I think it’s because they feel this way” and “fiance thinks it could be about this”

Maybe try to skip the dramatics of the relationship and say that you are sorry but you are already over your guest count

There’s no reason to invite them, in my opinion.  I actually have difficulty understanding why your fiance’s parents would want them there.  

The next time they ask, tell them that your answer hasn’t changed– it’s still no.  Inform them that this is the last time you will be answering them on this issue, and that you would appreciate them respecting your wishes on it.

The Smiths deserve to feel offended. They sound like real assholes. Who just ghosts their friends of many years?! I really don’t understand why Future In-Laws want you to invite them after what they did to them. And all the comments about you having a kid and FIs tattoos like wtf. They sound like miserable people (to put it nicely). Don’t invite them.

Absolutely not. I would actually feel upset if you did end up inviting them lol
