I like @swanks4tw idea. He should have a cheap tracphone he turns on at night that you only call in case of emergency.

 It’s quite easy,  even without an iphone,  to turn off night time alerts.  Honestly,  as much as he seems willing to help, I do question his long term commitment.  Lots of things can happen after 9pm.  Maybe he’ll change his phone settings after the birth?  Maybe he thinks you’re being unreasonable to think he should be accessible 24/7  before the birth.  I’m not saying you are,  but maybe that’s what he’s thinking.  Given the 2 minutes it takes to set time parameters on a phone’s notifications,  sounds like you need to talk to him about any underlying issues.
